Legislature Urged to Defy New Health Care Mandates and Champion Reforms

As the 2025 legislative session approaches, leaders are reflecting on the progress made over the past year regarding Arizona’s healthcare policies. In 2024, collaboration between the governor and the Legislature emphasized a strategy of minimal intervention in healthcare regulations to avoid escalating costs for employers and residents.

The cautious approach seems to have paid dividends. Lawmakers made targeted improvements to Arizona’s healthcare delivery without imposing burdensome regulations on providers and families. With rising inflation impacting insurance rates, it was vital for lawmakers to avoid exacerbating financial pressures on citizens.

Arizona currently stands at a unique crossroads, positioned for unprecedented employment growth and investment. The groundwork laid in prior years through pro-business policies has attracted new companies, fostering a robust manufacturing sector and generating significant interest in chip manufacturing.

However, experts warn against complacency. Danny Seiden, executive director of the Arizona Chamber of Commerce and Industry, cautions against following the path of other states that overregulate healthcare, leading to higher insurance costs and diminished affordability.

Compromising ERISA protections—federal minimum standards for private sector health plans—could have far-reaching implications for businesses, particularly self-insured ones. Attacking these standards not only affects unions but can ripple through the entire healthcare system.

Seiden and Todd Sanders, executive director of the Greater Phoenix Chamber of Commerce, stress the importance of evaluating any proposed mandates. They advise lawmakers to learn from the experiences of other states that have suffered negative consequences from aggressive regulations.
