The House of Representatives recently passed Trump’s One Big Beautiful Bill (BBB), a legislative package that promises significant benefits for Americans. The bill features permanent tax relief, increased funding for border security, expanded Health Savings Accounts, and a new initiative to enhance school choice. Perhaps the most notable achievement of the BBB is its aggressive reduction of the complex array of green energy tax subsidies established under the Inflation Reduction Act (IRA).

Key provisions of the House version aim to eliminate several problematic subsidies associated with the IRA. These include:

  • Curbing the Clean Electricity Production Tax Credit and the Clean Electricity Investment Tax Credit for projects that do not commence within 60 days of enactment and are not operational by 2028.
  • Ending the Clean Electricity Investment Credit and the transferability of tax credits for wind and solar projects.
  • Eliminating the tax credit for residential solar installations and rebates for various “green” products.
  • Repealing the Electric Vehicle Credit, which was designed to phase out gas-powered vehicles.

This rollback signifies a major victory, particularly in light of the intense lobbying efforts from proponents of green energy who sought to protect these subsidies. Republican lawmakers nearly thwarted the subsidy reductions; however, the decisive actions of the House Freedom Caucus and the intervention by the White House played crucial roles in ensuring these measures were included.

As the bill now moves to the Senate, the initial draft released by Senate Finance Chair Mike Crapo raises concerns regarding its effectiveness. Early indications suggest that the revised Big Beautiful Bill may not live up to its promises.
