Trump Taps Arizona’s Dr. Cooke as New Commissioner of Reclamation

Dr. Theodore Cooke, formerly the General Manager for the Central Arizona Project (CAP), has been nominated as the new Commissioner of Reclamation for the Department of Interior under the Trump administration.

His nomination has garnered significant praise from Senate Republicans throughout Arizona. With over two decades of experience at CAP, Dr. Cooke has been instrumental in managing the state’s water delivery systems to support both agricultural and municipal needs.

In 2022, he was appointed by Senate Republicans to the Arizona Water Infrastructure Finance Authority (WIFA). During his tenure, he has focused on the strategic financing and development of water infrastructure, bolstering Arizona’s defenses against potential water shortages.

Senate President Pro Tempore T.J. Shope expressed confidence in Dr. Cooke’s capabilities. “He is thoughtful, collaborative, and innovative in his approach. His experience with WIFA underscores his ability to build consensus among diverse stakeholders,” Shope stated. “Dr. Cooke is the ideal candidate for the Department of Interior, especially in facilitating agreements among the seven Colorado River Basin States regarding water allocations.”

If confirmed, Dr. Cooke will be the federal official tasked with overseeing negotiations among the seven states sharing the Colorado River. With a looming 2026 deadline for necessary water cutbacks, his leadership will be vital. Should the states fail to reach an agreement, the federal government is prepared to step in.

As Commissioner, Dr. Cooke aims to implement innovative water management strategies, ensuring sustainable supplies for future generations while strengthening the economic framework of the Colorado River Basin.
