VPC hears Central and Glenrosa update

On June 3, the Encanto Village Planning Committee (VPC) convened to discuss updates on the Central and Glenrosa development. Represented by Wendy Riddell from Berry Riddell, LLC, the project encompasses a 15.61-acre plot on the west side of Central Avenue between Glenrosa and Turney avenues, termed the Petree Development.

According to Stipulation 2 set out in the 2023 rezoning project approval (Case No. Z-17-22-4), the developer must consult the VPC for review and feedback before getting preliminary site plan review approval. This ensures that the neighborhood remains informed about upcoming construction activities.

The expansive project will unfold in four phases. Parcel 1, located at the northwest corner, is the focus of Phase I. This approximately 5-acre lot will feature 329 residential units, which is 46 fewer than initially proposed during zoning discussions. The building will stand five stories tall, approximately 58 feet in height. Planned amenities include 447 parking spaces, publicly accessible open space, community activation and amenity spaces, and a public-facing art element that will be reviewed by the VPC before the certificate of occupancy is issued.

The timeline details significant milestones: a three-week sewer relocation construction period in June and July; the initiation of the site plan subdivision process in September 2024, expected to conclude by February 2025; permitting in July 2025; and groundbreaking in December 2025. The construction is projected to span 13-14 months, aiming for a certificate of occupancy in fall 2027.
