VIDEO: Shocking Claim of Police Brutality by Man with Meth Pipe Concealed in His Rear End

Witness Christian Bernard White recorded a violent encounter involving the Maricopa Police Department at a local gas station last December. “My man was UFC punching him, like, what the f*ck is this?” White expressed, capturing the shocking scene.
On December 15, Elvis Hinkle, 48, alongside several bystanders, accused the police of brutality after an officer struck him multiple times in the head during an attempted warrant pickup.
Last week, the Maricopa Police Department released body camera footage of the incident in response to a Freedom of Information Act request made on December 20, 2023. The footage reveals officers Tyler Pappas and Ross Konrad patrolling near Circle K when they recognized Hinkle, who was wanted on several warrants.
After Hinkle failed to comply with initial commands and provided a false identity, officers tackled him. During the struggle, they deployed a taser and struck him when he allegedly reached for a weapon.
In his police report, Officer Pappas justified the strikes due to concerns that Hinkle was trying to retrieve a weapon: “Due to fearing Elvis was attempting to retrieve a weapon or contraband from his waistband, I conducted three hammer fist strikes to the left side of Elvis’s face with my right fist.” He also detailed his reasoning for additional strikes.
Throughout the altercation, witnesses, including Hinkle’s friend, recorded the events and implored the officers to cease their aggressive actions. White submitted his footage to local media.
The officers eventually subdued Hinkle, handcuffed him, and transported him to Pinal County jail. Staff later discovered a meth pipe concealed internally. In addition to his existing warrants, he faced charges for resisting arrest and smuggling contraband.
Hinkle was ultimately convicted of one count of resisting arrest with physical force, while the contraband charge was dismissed.
