A newly launched initiative called Progress 2028, believed to be a liberal response to the conservative Heritage Foundation’s Project 2025, is reportedly backed by a dark money network with ties to former President Donald Trump. Building America’s Future, the group leading this effort, has funneled substantial financial support to various organizations and campaigns that align with Trump’s agenda while attempting to undermine Vice President Kamala Harris.

According to a recent report by the New York Times, Building America’s Future has received over $100 million from billionaire Elon Musk and other anonymous donors. The group recently registered to use the name Progress 2028 and created its website shortly thereafter, suggesting a strategic launch to coincide with political campaigns.

Progress 2028 appears to be developed by IMGE LLC, a firm characterized by the New York Times as intricately connected to Building America’s Future. This organization has a history of serving Republican political committees, including a super PAC known as Future Coalition PAC, which has received significant funding from Musk’s America PAC.

The manifesto of Progress 2028 mirrors aspects of Project 2025, which has garnered criticism and calls for transparency. Project 2025, created by the Heritage Foundation, outlines a plan for restructuring the executive branch under a potential new Republican administration. Although some ideas resonate with Harris’ previous statements, they often misinterpret or exaggerate her positions.

For instance, proposals such as “Empowering Undocumented Immigrants” within Progress 2028 misrepresent Harris’ stance. While she has expressed support for immigrants gaining access to health insurance, Harris has not officially endorsed free healthcare for undocumented immigrants, as highlighted by Minnesota Governor Tim Walz.

In addition, the document suggests that Harris supports gender-affirming care for minors and comprehensive LGBTQIA education in schools—issues that have become increasingly polarizing across political lines. Conversely, her communication regarding fossil fuels remains unclear; while she has voiced opposition to a complete fracking ban, her campaign could clarify its position on gas-powered vehicles.

Progress 2028 has initiated digital advertising campaigns targeting Harris, with significant ad spend documented in just a few days. Recent advertisements have promoted both pro-Harris messages while also pushing divisive content concerning immigration and gun control—issues that have historically divided public opinion.

Recent texts sent to potential voters have drawn attention for their claims that Harris supports mandatory gun buy-back programs, which she has previously endorsed but has amended her stance on in recent discussions.

Building America’s Future has not only funded Progress 2028 but has also invested extensively in other pro-Trump initiatives, including Citizens for Sanity, which directed critical ads towards Democrats in multiple swing states during the midterm elections. The organization has the capacity to leverage millions for campaigns that question Democrats’ effectiveness and appeal to minority voters.

Recent disclosures revealed that Building America’s Future was instrumental in financing several political action committees, including Future Coalition PAC, which specifically targeted portrayals of Harris that conflate her political positions with negative perceptions in Michigan—a state with a notable Arab American and Muslim populace.

The organization’s operating methods—shrouded in various aliases—have included attempts to erode Harris’ support among Black voters through campaigns critical of White House policies on issues like menthol cigarette bans.

Despite its extensive spending, Building America’s Future is not mandated to disclose its financial activities until after Election Day, raising concerns about accountability and transparency within political financing. Requests for comment from both Building America’s Future and Progress 2028 remained unanswered prior to publication.
