Sen. Werner Demands Probe of Child Services Group Homes After Teen Murder Shocks Community

Arizona State Senator Carine Werner (R-LD4), who chairs the Senate Health & Human Services Committee, has initiated a legislative investigation into the Arizona Department of Child Services (DCS) following the tragic murder of 14-year-old Emily Pike. Pike had escaped from a state-licensed facility earlier this year before her untimely death.

In a press statement, Werner articulated her profound concern regarding the system’s failure to protect at-risk youth. She announced intentions to convene a bipartisan hearing through the Joint Legislative Oversight Committee on the Department of Child Safety. This hearing will bring together DCS officials, law enforcement, legislators, tribal councils, and social services to scrutinize current policies and highlight areas in need of reform.

“Arizona’s licensed group homes have repeatedly made headlines for egregious mistakes that have cost lives and threatened the safety of staff,” Werner remarked. “There may be underlying systemic issues requiring immediate reforms, so we must assess where mistakes are occurring and determine the next steps.”

In addition, Werner has urged the Arizona Attorney General’s Office to initiate an investigation; however, an official inquiry has not yet commenced.

The state’s child welfare system has long been under fire for the conditions of group homes and the safety of children in state custody. Reports of abuse and neglect, along with poor oversight, have alarmed both lawmakers and child advocacy groups. Emily Pike’s heartbreaking case has reignited calls for enhanced oversight and accountability within the system.
