Sen. Gowan Champions Law Enforcement Families with Prop 311 Support

State Senator David Gowan is pushing for enhanced financial support for families of fallen law enforcement officers. His proposal, known as Proposition 311, aims to assist families who lose a first responder as a result of criminal actions. This initiative was highlighted in a recent newsletter from Arizona Senate Republicans.
In his statement, Gowan noted the tragic loss of four Arizona police officers in 2024, emphasizing the danger faced by law enforcement in their line of duty. He attributed increased risks to the current climate surrounding policing and the ongoing border crisis. “We need to do more to protect these heroes’ lives as well as their families,” he stated, advocating for the $250,000 benefit that would support the spouse or children of officers killed on duty.
Proposition 311 also seeks to impose stricter penalties for those who assault first responders, potentially acting as a deterrent against future crimes. The Arizona Secretary of State’s Office explains that the measure would establish a State Supplemental Benefit Fund to facilitate these payouts and fund the initiative through a $20 penalty on criminal convictions.
Support for Prop 311 is echoed by Tom Hatten, Chairman of Back the Blue. He praised the measure’s intent to strengthen penalties against those who harm first responders, while also reinforcing public support for law enforcement. “This measure sends a strong message that Arizona stands with our first responders,” Hatten asserted. “They have our backs – it’s time for us to have theirs.”
Former Phoenix City Councilman Sal DiCiccio added his voice to the initiative, urging citizens to support Prop 311. He highlighted the alarming decrease in police force numbers due to negative sentiment towards law enforcement, stating, “This measure shows we support our men and women in blue, we support those protecting our families.”
Proposition 311 is part of a series of measures placed on the November General Election ballot by Arizona’s Republican lawmakers, signaling a push for policies centered on law enforcement and community safety.
