Rep. Willoughby’s Game-Changing Bill Enhances Police Interaction with the Disabled

The Arizona legislature is moving forward with a significant bill aimed at enhancing communication between law enforcement and individuals with disabilities. The House of Representatives Committee on Public Safety & Law Enforcement has passed HB 2330, introduced by State Representative Julie Willoughby.

If enacted, this legislation will enable individuals to voluntarily disclose any communication disabilities related to themselves or their vehicles. This information would be available to law enforcement officers during traffic stops and other interactions, promoting better understanding and interaction.

Representative Willoughby emphasized the importance of this measure, stating, “Public safety means making sure all Arizonans – especially those with unique needs – are understood and protected in interactions with law enforcement.” She identified HB 2330 as a vital tool that can help officers respond appropriately and potentially de-escalate tense situations.

The bill aims to build on existing law, which allows the Arizona Department of Transportation (ADOT) to provide a medical code designation on driver’s licenses without retaining that information unless specifically requested. HB 2330 seeks to streamline this process by allowing the voluntary disclosure of communication disabilities in both driver and vehicle records, thereby ensuring first responders have immediate access to crucial information.

The proposal has garnered support from various entities, including representatives from the Town of Gilbert, City of Goodyear, Pinal County Sheriff’s Office, and the Arizona Association of Chiefs of Police, among others. This broad backing underscores the bill’s importance across multiple sectors.

With a unanimous bipartisan vote of 15-0 in the House committee, HB 2330 is poised for consideration by the full chamber shortly.
