PACC Launches Affordable Pet Clinic in Tucson for Every Animal Lover

Friends of PACC's new low-cost pet clinic opens in Tucson

A new low-cost, nonprofit clinic specifically for pets adopted through the Pima Animal Care Center has officially opened in Midtown Tucson. Friends of PACC, the center’s nonprofit fundraising partner, unveiled the Community Pet Clinic located at 2661 N. 1st Ave. This initiative comes after nearly seven months of dedicated planning.

The clinic welcomes not only those who adopted pets from PACC since January 1, 2025, but also families benefitting from the county’s Pet Support Center program and those on public assistance in need of spay and neuter services. Dr. Erin O’Donnell, medical director of the clinic, stated, “This clinic will be a lifeline for pets who have previously gone without care due to cost or other barriers to access.”

PACC officials reveal a troubling statistic: over 30 percent of families surrendering animals cite the unaffordability of veterinary care as their primary reason. Executive Director Torre Chisholm emphasized the importance of this clinic, stating, “This is the next step in our evolution to try to address the problem before they end up as emergency situations at Pima Animal Care Center.”

The shelter has historically struggled with capacity issues and aims to reduce overpopulation through expanded spay and neuter services. Currently, about one-third of the animals surrendered are puppies and kittens from unplanned litters, highlighting the urgent need for these services.

Initially, the clinic will focus on the care of PACC’s foster pets. However, any pet owner who meets the established criteria is encouraged to schedule an appointment by calling 520-748-6068.
