Northview Road sewer mains to be replaced

The Sedona City Council has unanimously approved a $593,920 cooperative purchasing agreement with Kear Civil Corporation of Phoenix. This decision, made during the May 13 meeting, aims to replace approximately 1,250 feet of sewer mains along Northview Road.

Wastewater Director Roxane Holland highlighted the urgency of the project. “This line is problematic. It has a lot of sags in it and frequent grease buildup, leading to several sanitary sewer overflows in the area,” she explained. Currently, the city cleans this line monthly, a frequency that far exceeds the standard five-year rotation for functioning sewer systems.

The project involves replacing about 400 feet of six-inch sewer line and upgrading roughly 850 feet of four-inch pipe to eight inches. The existing infrastructure predates Sedona’s incorporation, having been acquired by the city as part of a consent decree imposed in 1988 by the Arizona Department of Environmental Quality. This decree required the establishment of a central sewer system.

City staff advised awarding the contract to Kear under a linking agreement instead of pursuing a competitive procurement process. “We chose Kear based on their previous performance with other contracts and their local construction crews, which will enhance efficiency,” Holland noted.

The initial budget for the line replacement was set at $350,000. However, the contract’s 70% increase means part of the funding will come from next year’s line rehabilitation budget. Specific start and completion dates for the work have yet to be disclosed.
