Mixed Reactions Stir Controversy Over New Bulk Trash Program
Starting September 30, Phoenix’s approach to bulk trash collection will undergo a significant change. Phoenix Public Works Department announced the shift on May 15, signaling a move from neighborhood-wide quarterly pickups to an individual, appointment-based system. This change will affect all residents, transitioning them to curbside collection, which had previously been reserved for those without alleyways.
Public Works spokesperson Spencer Blake explained, “This change aims to enhance customer convenience, reduce blight, and optimize collection routes. Additionally, moving bulk trash to curbside helps us monitor and address illegal dumping more efficiently.”
Reactions from residents have been varied. Some appreciate the convenience of scheduled pickups, while others raise concerns about pedestrian safety and the aesthetic impact on front yards. There are worries that the new system might lead to backlogs, causing trash piles to overflow regularly.
This concern is pronounced in the Bel-Aire Estates neighborhood, where residents quickly organized a protest. They signed petitions and sent letters to city officials, leading to an exception allowing them to retain alleyway trash collection.
Blake confirmed that the city is open to case-by-case arrangements. “Public Works collaborates with communities to determine the best placement for bulk trash. Residents with questions should contact the Customer Contact Center at 602-262-6251.”
To combat illegal dumping, the city has dedicated resources for investigations and cleanups. Residents are urged to report any incidents. Blake noted, “If we identify the dumper, they have 24 hours to clear the trash or face fines ranging from $100 to $2,500. If the dumper can’t be identified, Public Works will handle the cleanup.”
