Mesnard’s International Expertise Enters Arizona Legislature

State Senator J.D. Mesnard’s re-election bid could prove pivotal in maintaining the Republican stronghold on the Arizona State Senate. Running for Arizona’s Legislative District 13, Mesnard’s political journey began in January 2011, serving eight years in the Arizona House of Representatives, including a tenure as Speaker of the House. After term limits ended his time in the House, he successfully transitioned to the Senate in 2018.
Besides his legislative role, Mesnard’s altruistic endeavors add depth to his public service profile. He co-founded Voices of the World, a Queen Creek-based nonprofit aimed at providing humanitarian aid globally. The organization, fully volunteer-driven, focuses heavily on Mozambique, addressing complex healthcare challenges in its capital city, Maputo.
In 2013, Voices of the World established Casa Ahava (“Home of Love”), a 19-bed residence offering sanctuary to Mozambicans battling late-stage cancer. This initiative underscores Mesnard’s commitment to health and compassion.
Mesnard’s dedication extends to his legislative efforts. Advocating for protection of the vulnerable, he has championed laws targeting domestic violence, child abuse, veteran reintegration, elder exploitation, and animal welfare. Among his notable legislative achievements is HB 2001, addressing unlawful distribution of explicit images with malicious intent. This bill enjoyed unanimous support in both the House and Senate before being signed into law in 2016.
Another significant legislative victory was HB 2302, which led to the creation of an Address Confidentiality Program to safeguard victims of domestic violence, sexual assault, and stalking. Both bills reflect Mesnard’s focus on legislative action to support and protect the vulnerable.
Legislative District 13 is one of Arizona’s most competitive, with a tight 1.6% voting margin between Republicans and Democrats over the past nine statewide elections. Historically, the district has slightly favored Republicans, who have won five of these contests compared to four by Democrats.
In the upcoming November General Election, Mesnard will compete against Democratic nominee Sharon Winters. The outcome of this race could be crucial in determining the balance of power in the Arizona State Senate.
