Jim O’Connor, the outgoing chairman of the Arizona Corporation Commission, reflects on his tenure and the lessons learned. Although he holds an elected position, O’Connor firmly maintains that he does not consider himself a politician. He shared his insights during an interview with the Arizona Capitol Times.

Motivation for Public Service

O’Connor moved to Arizona in 2000 after lengthy years in Los Angeles. Initially, he was engaged in investment advisory before transitioning into political activities with the Republican Party. “I always voted Republican, but I was never involved,” he explained. His decision to run for the Corporation Commission stemmed from external encouragement, particularly a call from an acquaintance advocating for a candidate with integrity. Despite initial hesitations due to his age, he entered the race in 2017, ultimately coming in third in the Republican primary of that year. However, it was in 2020 when a serendipitous call from fellow commissioner Justin Olson changed everything. That pivotal moment led him to run as a write-in candidate shortly before his wedding. “My wife and I prayed about it, and God directed me to run,” he recounted, revealing how faith guided his political journey.

Lessons from the Commission

During his term, O’Connor realized that business experience often trumps political experience in the commission’s operations. Citing the adversarial nature of traditional politics, he urged, “We need more open dialog and less partisanship,” emphasizing the necessity for common-sense approaches in regulatory governance. Under his leadership, the commission meetings transformed from dull and monotonous sessions into more structured and respectful gatherings. He attributes part of this shift to the introduction of Robert’s Rules of Order, which improved overall civility. “The feedback has been overwhelmingly positive,” he stated, noting that even utility companies appreciated the changes.

Understanding Humility and Faith

When discussing the commission’s needs, O’Connor highlighted humility as crucial for lawmakers and stakeholders. He believes a better education around these issues could promote understanding and cooperation. His faith plays a significant role in his service, as he begins each day with a devotional and has instituted prayer at commission meetings. This, he believes, cultivates a respectful environment.

A Reflection on Future Plans

As his term concludes, O’Connor addressed his decision not to seek re-election. Despite recognizing the progress made and the possibility of further accomplishments, he felt it was time to “model passing the baton.” His wife received divine guidance indicating he should step down, leading him to trust that a new path awaits. “I’m waiting for a response to my prayers,” he shared, maintaining hope for future service in a different capacity.

O’Connor hopes to leave a legacy that honors his faith and demonstrates the power of prayer in public service. “The work accomplished at this commission is an answer to prayer,” he reflected. With changes in commission dynamics moving towards a Republican majority, he expressed optimism for the future of the Commission and its continued effectiveness. “I feel well-equipped to contribute more,” he concluded, emphasizing the importance of faith in guiding his next steps.
