Horst’s Shock Resignation Leads to Department Shake-Up: 1 Fired

Maricopa is witnessing another significant transition in its city administration. Rick Horst, the Chief Strategy Officer, announced his resignation from the Office of Economic Opportunity (OEO), confirming he will depart the city entirely by March.

Horst previously served as the city manager until April 2023. His initial contract stipulated that he would work alongside the newly appointed City Manager Ben Bitter until January 2026. However, he decided to step down from his role in September 2023, altering the course of leadership in Maricopa.

City spokesperson Monica Williams provided insights into the situation. She indicated that an internal assessment revealed the OEO is currently “overstaffed,” resulting in the elimination of at least one position. This news follows an announcement by Economic Development Project Manager Rachel Leffall, who hinted at upcoming adjustments in the department without offering further details. Reports from within city sources suggest that Leffall has been notified of her termination, raising concerns about the department’s stability.

As Horst prepares to leave, Josh Bowman, the former economic development director, will join him during his remaining time to ensure a smooth transition and ongoing project continuity. Williams confirmed that Horst is retiring and does not plan to pursue another job opportunity.

The city remains optimistic about its future direction. In a statement, Williams emphasized the strength of the team and the commitment to pursuing opportunities that enhance Maricopa’s appeal as a place to live, work, and play. Notable achievements under Horst’s leadership include advancements in the Maricopa Business and Industrial Park and the successful partnership with Redevco Solutions.

Upon the establishment of Horst, Leffall, and former Mayor Christian Price in their roles six months ago, Mayor Nancy Smith expressed a firm commitment to the city’s economic well-being. Williams reiterated that this commitment remains strong, underscoring a resolve to navigate these changes effectively.
