Horne Uncovers Parents Misusing ESA Funds to Purchase Gift Cards
Arizona Superintendent of Public Instruction Tom Horne has expressed concerns over staffing shortages that hinder the processing of reimbursements for the universal private school voucher program. He described the situation as an “overwhelming problem.”
During a recent meeting with educational leaders, Horne highlighted that the current workforce is insufficient to handle the volume of reimbursement requests. Many parents utilizing Empowerment Scholarship Accounts (ESAs) have reported lengthy delays in receiving funds. This lag disproportionately affects lower-income families, who often cannot afford to wait long periods without reimbursement.
In response to this staffing crisis, Horne plans to request additional funding from the state legislature in January. He criticized lawmakers for not consulting his office, attributing the increased workload to a legislative shift in reimbursement methods. “Last year, the legislature approved paying tuition through reimbursement without consulting us,” he noted, explaining that this change significantly extended approval times.
Republican leaders Warren Petersen and Ben Toma have yet to comment on Horne’s statements. Meanwhile, Arizona Attorney General Kris Mayes has initiated a formal investigation into the ESA program and mandated stricter oversight of purchases. Horne indicated that while his office is complying with her directives, they are also appealing her order in court.
Mayes remains firm in her commitment to ensure proper use of public funds. “Our priority is simply to ensure that the law is followed,” stated her spokesperson, Richie Taylor. A recent letter from Mayes to Horne’s office aims to clarify legal requirements to alleviate any confusion moving forward.
Critics, including public school advocate Randy Parraz, argue that the staffing issues stem from Horne’s decision to promote ESAs through taxpayer-funded campaigns. “This is a self-created problem,” he asserted, emphasizing the superintendent’s responsibility to effectively manage resources while encouraging parents to pursue alternative educational options.
