Horne Expands Free K-12 Achievement Tutoring Program

Arizona Superintendent of Public Instruction Tom Horne has announced the extension of the Achievement Tutoring Program, making free tutoring services available until the end of the 2024-25 academic year. This decision aims to expand access for students across Arizona, allowing more to benefit from a program that has shown impressive results since its launch.
In a statement released on Wednesday, Horne emphasized the effectiveness of tutoring as a means to boost academic performance. He reflected on the program’s establishment: “A year ago, I announced that we would repurpose about $40 million in unutilized COVID relief funds to create the Achievement Tutoring Program. The results have been excellent, and students receiving tutoring have demonstrated significant academic progress.” He further noted that the successful utilization of remaining funds paved the way for this program extension.
The program features six-week tutoring blocks, comprising 60-minute sessions up to four days a week. Participants undergo pre-and post-tutoring assessments to identify their specific needs and track their advancement throughout the tutoring period.
However, due to federal regulations concerning the extension of COVID relief (ESSER) funds, public schools can no longer offer the program. Students still have access through private providers and the Arizona Department of Education.
Since its inception, the Achievement Tutoring Program has served over 30,400 K-12 students, focusing on reading, writing, and mathematics. Enrollment numbers have surged from 4,200 students in November 2023 to more than 6,800 students, with the current session accepting new enrollments until the end of October.
Feedback from parents highlights the program’s positive impact. One parent, Colleen, expressed gratitude for the support, stating, “I am confident that all three of my children will have increased confidence and improved report cards in the fall.” Another testimonial from Heather shared, “As a single mom raising six young men, I could never afford tutoring like this.” Jennifer noted significant improvement in her child’s learning gaps, while Alexandra shared her son’s newfound confidence in reading. Catherine remarked on her daughter’s enhanced math skills and the profound difference the program is making for families with limited financial resources.
Through this extension, the Achievement Tutoring Program continues to provide essential support, fostering academic growth and confidence among students in Arizona.
