Ex-Director of Phoenix’s Top Special-Needs Clinic Sentenced for Theft

Bridget O’Brien, the former operator of Head2Toe Therapy, has been sentenced to two years in prison for embezzling funds from a COVID-19 relief program. The program was designed to assist small businesses during the pandemic, but O’Brien diverted the money for personal gain.

At 51 years old, O’Brien faced serious allegations including receiving multiple Paycheck Protection Program loans, which she is accused of spending on luxury items, notably a home valued at $1.9 million. As part of her sentence, she has been ordered to repay up to $1.2 million in restitution.

During the court proceedings, O’Brien acknowledged her wrongdoing. “I’m sorry and I take full responsibility for my actions,” she stated. Despite her conviction, she expressed a desire to continue contributing to her community, emphasizing a commitment to helping children in need.

In a troubling background, O’Brien’s therapy clinic faced scrutiny prior to the COVID-19 allegations. Reports in 2018 indicated that several therapists claimed they were owed significant amounts of money, which O’Brien attributed to technical issues. Additionally, in 2019, state authorities suspended Medicaid payments to her clinic due to fraud allegations.

In 2023, O’Brien was indicted by a grand jury on 17 counts related to fraud and theft tied to her COVID-related offenses that occurred in 2020. Following her prison term, she will be subject to probation.

This case serves as a reminder of the potential for abuse within relief programs intended to support struggling businesses during crises.
