Carefree’s Retail Hub Unveils Groundbreaking Transformation

Carefree – A new neighborhood retail center at the intersection of Cave Creek Road and Carefree Highway has made significant strides, achieving unanimous approval from the Carefree Development Review Board in June. This approval paves the way for a vibrant commercial hub aimed at serving the Desert Foothills, north Scottsdale, and north Phoenix areas.

Originally rezoned in 2018 to facilitate this development, the center will encompass roughly 120,000 square feet dedicated to retail, dining, and service-oriented businesses. A community walking trail will run along the northeast side of the property, adjacent to Black Mountain, enhancing recreational opportunities for residents and their pets.

In the fall of 2024, the Carefree Town Council endorsed a retail sales tax development agreement to motivate developers to attract top-tier retailers. Given that nearly two-thirds of Carefree’s annual revenue relies on sales tax, the success of this center is crucial for the town’s long-term sustainability.

Mayor John Crane reaffirmed the commitment to responsible development, stating, “Promises made to the community during the rezoning process were honored with the site plan approval. This project embodies our vision for a thoughtfully designed center that harmonizes with Carefree’s identity.”

The architectural design adheres to a modern desert aesthetic, featuring a desert-inspired color palette and dynamic building forms. The materials chosen—such as standing seam metal awnings and weathered steel accents—blend contemporary style with the unique attributes of the Sonoran Desert. The design promotes walkability and community engagement through strategically placed seating areas that are both inviting and functional.

Leading the development are two notable firms, Empire Group and Diversified Partners, known for their impressive commercial projects in Arizona.

Richard Felker, founder of The Empire Group, expressed gratitude for the support from town officials. “We look forward to delivering a quality commercial destination to Carefree,” he said. Scott Hintze of Diversified Partners added, “We’re excited about bringing this retail center to the community and are in talks with several promising tenants. Stay tuned for updates.”
