Az Senate GOP’s Bold 2025 Agenda: Prioritizing Border Security and Election Overhaul

Arizona’s Senate Republicans are poised to kick off the 2025 legislative session with a bold agenda focused on several key issues, including border security, water rights, and education reform. The session begins next week, and party leaders expressed their commitment to advancing a legislative framework aimed at creating a more prosperous state.
Their plan, unveiled on Wednesday, articulates a strong commitment to three main objectives: enhancing security both at the border and within communities, protecting the American Dream, and advocating for state sovereignty. “The 2025 legislative session offers an opportunity to reaffirm the principles that have made Arizona a beacon of freedom and prosperity,” they stated.
Despite increased majorities in both legislative chambers, Senate Republicans face significant challenges from Democratic Governor Katie Hobbs, who has publicly committed to supporting the LGBTQ community and has indicated she will veto anti-transgender legislation. Since her inauguration in 2023, Hobbs has already blocked numerous GOP-backed election reform initiatives that local officials claimed could hinder voter access.
Senate Democrats had not issued a statement regarding the Republican agenda by the time this article was published. However, there are alternative pathways for Republicans to advance their initiatives, such as proposing resolutions directly to voters. Notably, while Republicans have aimed to bypass the governor’s office with measures on the 2024 ballot, many were unsuccessful, with voters rejecting seven out of eleven proposals.
Among the first priorities for Senate Republicans is the implementation of Proposition 314, a border security initiative endorsed by over 60% of voters. Certain provisions of this law, including making it a felony to submit fraudulent employment documents, are already in effect. However, a contentious aspect—allowing state law enforcement to arrest undocumented migrants—faces legal hurdles and mirrors similar legislation in Texas currently under court review. Critics argue that this could lead to heightened racial profiling and straining resources in border communities.
Additional proposals include reinforcing the existing ban on sanctuary cities and increasing penalties related to fentanyl trafficking. Legislative leaders have previously indicated a willingness to collaborate on water-related issues, yet the potential push against what Republicans term “heavy-handed mandates” could complicate bipartisan efforts. Governor Hobbs has already enacted bipartisan water legislation while vetoing several additional Republican proposals that she deemed detrimental to existing water protections.
Senate Republicans also intend to challenge Hobbs’ moratorium on new housing projects, citing it as detrimental to housing availability and affordability in areas lacking adequate water supply. Their plan addresses the urgent need for new housing, which estimates range between 65,000 to 270,000 units, as rising costs increasingly push homeownership out of reach. They aim to legislate measures that bolster housing supply while also safeguarding groundwater resources.
On the education front, the GOP’s agenda seeks to enhance oversight of K-12 schools and higher education without proposing further regulation for the state’s universal school voucher program. Emphasizing academic freedom and the importance of diverse viewpoints, they also plan to combat what they describe as “extreme ‘woke’ politics” in educational settings. This includes the continuation of anti-transgender policies and proposals aimed at increasing transparency in school board elections.
Republicans are also advocating for a suite of election reforms, such as expedited ballot counting and banning ranked-choice voting. The electorate’s interest in election integrity has intensified since the 2020 election, driving public unease about existing processes. Recent ballot measures to expand primary elections and address ranked-choice voting were both rejected by voters last November.
Overall, the Senate GOP has laid out an extensive and diverse plan for the upcoming legislative session, touching on critical issues that resonate with their base while contending with a Democratic governor who could obstruct their objectives. How these strategies will unfold in an increasingly polarized political environment remains to be seen.
