Hobbs Unveils New Adjutant General and Emergency Management Chief

Governor Katie Hobbs has appointed Brigadier General John Conley as Arizona’s new Adjutant General and Director of the Department of Emergency and Military Affairs (DEMA). Conley’s extensive experience will be pivotal as he takes command of DEMA operations, which encompass the state’s Army and Air National Guard units, the Joint Task Force, Administrative Services, and the Division of Emergency Management.

Arizona faces ongoing challenges in areas such as border security, emergency preparedness, and the combat against illicit drug trafficking. In light of these issues, Governor Hobbs expressed confidence in Conley’s leadership. “Brigadier General Conley is a distinguished leader, accomplished lawyer, and dedicated public servant,” she stated. “He will enhance our efforts to secure the border and protect Arizona communities.”

Brig. Gen. Conley has accumulated over 30 years of commissioned service within the Army and Air National Guard. Most recently, he served as Director of Administrative Services for DEMA, where he played a crucial role in managing support functions like personnel, finance, and mission planning.

Additionally, Conley has experience as the senior legal advisor for the Arizona National Guard, guiding Judge Advocates and legal personnel across all service branches. His contributions include developing military cyber operations and fostering cybersecurity partnerships with the FBI and the Arizona Department of Administration.

In response to his appointment, Conley expressed gratitude and commitment. “I’m honored that Governor Hobbs has selected me to lead the Arizona National Guard and DEMA,” he commented. “Throughout my career, I have been driven by a desire to defend our country and keep people safe. I look forward to serving Arizonans alongside the exceptional men and women of DEMA.”

Conley’s leadership comes at a critical time as Arizona faces increased scrutiny regarding border security and public safety.
