$6.6 million design, management agreement for second bridge on council agenda

The Lake Havasu City Council is set to advance the second bridge project during a meeting on Tuesday. They will vote on awarding a design and construction management agreement.

In a competitive bid process, three architectural and engineering firms submitted proposals. The city has negotiated a comprehensive service package with NV5 of Arizona, which covers programming, design, construction manager at risk (CMAR) management, and construction for around $6.6 million.

A feasibility study conducted by Michael Baker International concluded in July. This study outlines preferred alternatives for roadway connections and types of bridges. It also provides design options along with preliminary cost estimates.

The CMAR approach commits the construction manager to delivering the project within a guaranteed maximum price, a method previously utilized for other city projects, including the municipal courthouse.

The impending construction management phase will encompass supervision and inspection, as detailed in the scope of work documents.

This project involves building a new bridge and establishing a connecting roadway. It also necessitates relocating utility lines currently situated under the Bridgewater Channel.

The proposed alignment will start north of Paseo del Sol Avenue at London Bridge Road and end on the Island at McCulloch Boulevard. Traffic flow improvements are planned, including modifications to medians and road striping along London Bridge Road and enhancements to South Palo Verde Boulevard towards the State Route 95 intersection.

The new bridge design will feature a 14-foot multi-use path on one side, bike lanes, three vehicular lanes, and a six-foot walking path on the opposite side.

Funding for this initiative stems from legislation supported by Rep. Leo Biasiucci and Sen. Sonny Borrelli, which allocated $35.5 million for the bridge’s design and construction.

The City Council meeting will commence at 5:30 p.m. at 92 Acoma Blvd and is open to public attendance.
