Republican Congressman Andy Biggs has introduced a bill called the Keeping Aid for Municipalities and Localities Accountable Act, or KAMALA Act, which aims to block federal funding for any states or municipalities that provide housing assistance to illegal immigrants. This move aligns with a longstanding practice among legislators to use symbolic names for proposed laws, although the implications of the bill are serious.

Biggs and his co-sponsors cited a recently vetoed California initiative, known as the “Dream for All program,” which would have provided illegal immigrants with mortgage down payment assistance of up to $150,000, funded by California taxpayers. The bill, which was rejected by Democratic Governor Gavin Newsom, raised concerns not only about fiscal responsibility but also about its potential to incentivize illegal immigration and exacerbate housing affordability issues in the state.

In his veto statement, Newsom explained that while he did not oppose the intent of the policy, the financial implications were too significant to ignore. He emphasized the need for careful management of limited funds allocated to the California Housing Finance Agency’s programs.

In light of this situation, the KAMALA Act proposes amendments to the Community Development Block Grant (CDBG) program. If enacted, it would prevent funds from being used to benefit illegal immigrants and specifically restrict allocations to American citizens. Additionally, it would require the U.S. Department of Housing and Urban Development (HUD) to ensure that funds are not made available to states or localities that permit noncitizens to access housing assistance.

Biggs articulated the frustrations of many Americans regarding the current administration’s stance on immigration and housing. He indicated that while a significant number of citizens face homelessness, resources are being directed toward aiding illegal immigrants instead. “Congress must step in and use the power of the purse to ensure that taxpayers aren’t subsidizing these foolish priorities,” he asserted.

The KAMALA Act has garnered support from several other Republican representatives, including Arizona Congressmen Paul Gosar and Elijah Crane, along with representatives from various states across the country.
